Chief Investment Officer with Peabody Trust, CIOB Client Champion

Phil is an experienced housing executive and chartered surveying professional with a sustained track record delivering multi-tenure, mixed-use developments and regeneration programmes of scale. As Chief Investment Officer (CIO), he is responsible for planning and implementing Peabody’s strategy for effective and sustainable long-term investment in built assets. Peabody Trust has a substantial programme constructing new homes across London and South-East England, acting as master developer in complex high-rise urban and medium-to-low-rise sub-urban settings, directly procured and in partnership arrangements, with 5,800 homes under construction and a pipeline of over 20,000 new homes.

Phil has over 35-years tri-sector experience in blue-chip private-, public- and third-sector customer-facing businesses, including regulated and FTSE 100 PLC businesses with rigorous corporate governance. Phil’s experience includes overseeing all stages of the real estate and development life-cycle, including real estate asset strategy; master planning; land buying; urban regeneration; design and place-making; procurement; construction; sales, marketing and aftercare; facilities and estate management. He has served as an integral part of the executive team with a not-for-profit Housing Association overseeing a series of sector mergers and business integrations, including the 2022 merger of Catalyst Housing and Peabody Trust.

Phil has a 1st-class honours degree in Estate Management and is a Fellow of the Royal Institution of Chartered Surveyors. He is a member of the RE:UK Affordable Housing Committee.

His previous roles included senior posts at Taylor Wimpey, CityWest Homes, The John Lewis Partnership and other retail businesses as well as the Dolphin Square Foundation.
