Summary

Understanding Hazards, Safe Systems of Work and Personal Responsibilities

Please note: this event is for over 18’s only.

Working close to an operational railway is subject to controls beyond normal construction requirements. Network Rail as a statutory authority have the right to put enforcement action on your site and stop works if you haven’t followed the correct procedures.

This presentation will provide you with a practical view of the Network Rail approvals landscape, the implications on your projects and what to do and when.

CONTENT

Why this matters?

Non-rail projects adjacent to railway assets can import risk into the operational railway. Ultimately if things go wrong it could endanger lives and cause serious disruption to the rail network impacting the economy, NHS, etc. In addition if engagement isn’t completed early enough it can have serious programme and cost implications.

Early rail-aware definition avoids late redesign, unplanned possessions, incomplete submissions and uncertainty over who owns assurance evidence.

Outcome

A clear approval route map, defined roles, submission requirements and real life experience.

· Why is it important to follow the process

· Understand when Network Rail involvement is likely to be triggered

· Who are Network Rail/ ASPRO and what are their powers

· The Roles in the approval Process

· Forms/ Approvals Process and how they align to RIBA Stages

· Project Examples

· Common failure points

· Minimum Requirements

Audience

Developers, architects, civil/structural designers, temporary works designers, planners, project managers and contractors who are not rail specialists but whose works interface with Network Rail assets.

This learning activity can contribute to your annual CPD return and should be logged accordingly.

Ian Spink

Contracts Manager
Baxall

Ian Spink (Contracts Manager for Baxall Construction Ltd), brings over 20+ years of construction industry knowledge and experience, progressing from Management Trainee to Contracts Manager through the successful delivery of a wide range of education, commercial and public sector projects.

Since joining Baxall in 2014, Ian has established a reputation for successfully delivering complex schemes in challenging live environments, combining strong technical expertise with a pragmatic and solutions-focused approach to problem solving.

Aligned with Baxall's "Buildings Built on Teamwork" ethos, Ian leads multidisciplinary teams to overcome logistical and engineering challenges, fostering close collaboration between clients, consultants, supply chain partners, and key stakeholders. Ian’s ability to build strong client and supply chain relationships and drive collective decision-making enables projects to be delivered safely, efficiently and with certainty.

The Helen Keen Building at Maidstone Grammar School for Girls (MGGS) is a strong example of Ian's leadership in practice. Ian successfully led the delivery of the £8.4m Design and Build contract, the 2,104m² three-storey multi-disciplinary teaching facility on a highly challenging and constrained site located just 15 metres from the live Network Rail boundary, adjacent to an unstable railway embankment and directly above historic WWII tunnels.

Faced with significant technical and logistical challenges, Ian coordinated the client, design team, specialist subcontractors, and Network Rail representatives to develop and implement robust engineering solutions. Through proactive risk management and meticulous planning, Ian managed the team to successfully implement embankment protection measures, safeguarded neighbouring infrastructure, and maintained programme certainty throughout construction.

The project was completed five weeks ahead of programme, with no impact on railway operations or the adjacent boundary. The development has since been recognised with the Building Project of the Year Award at the Constructing Excellence Awards 2026, reflecting the collaborative leadership, innovation and delivery excellence demonstrated throughout the project.
