CIOB has responded to the Northern Ireland Executive’s draft multi-year budget, welcoming the move toward a stable funding cycle that allows construction firms to plan long-term capital investments. Our response identifies the £2.0bn wastewater infrastructure gap as a critical roadblock currently trapping over 6,000 much-needed homes. We advocate for prioritizing the activation of land for housing and strengthening construction apprenticeship pathways to retain local talent. By reducing procurement friction and shifting toward planned preventative maintenance for public assets, the Executive can build a more productive and professional construction industry for the next decade.
