CIOB Ireland has responded to the public consultation on Climate Action Plan 2026, calling for a whole-life approach to decarbonising Ireland’s built environment. Our submission highlights the need to accelerate retrofit while also addressing embodied carbon, building adaptability, demolition and reuse, circular construction and the location of new development.

We recommend a long-term national retrofit programme, independent renovation advice and a clear pathway for decarbonising commercial and public buildings. We also call for major urban developments to demonstrate adaptability, greater use of public procurement and planning policy to support low-carbon construction, and fiscal incentives for repair and renovation. Delivering these measures will require investment in planning capacity, skills and construction-sector capability.
