CIOB has responded to the European Commission’s Skills Portability Initiative, advocating for a Chartered standard for cross-border labor mobility. Our response emphasizes that a safe, high-quality built environment depends on a Golden Thread of verifiable professional competence. We call for the digitalization of learning credentials through a Skills Passport and the alignment of international qualifications with the CIOB Education Framework. By simplifying recognition for non-EU professionals and validating non-formal learning, the EU can address critical shortages in green retrofit and digital construction while protecting the safety and ethical standards of the single market.
