David Kirby

Bio

David Kirby is the policy and public affairs lead for Wales at the Chartered Institute of Building (CIOB), promoting the organisation with policymakers and stakeholders across Wales. Joining the institute in 2022, he has ensured the Welsh membership has its views and expertise represented in CIOB’s work, wider policy debates, and Welsh Government legislation.

As part of CIOB’s public interest remit, David has worked with construction professionals to conduct research to better understand the policy issues across the sector. In 2024 he worked with representatives of Small and Medium Enterprises (SMEs) to identify and find solutions to risks and barriers they face in Wales. This led to debates in the Senedd, and the report’s recommendations received cross-party support from Members of the Senedd (MSs).

Before joining CIOB, David held roles in a wide range of sectors, including at a housing charity specialising in housing adaptation.
