The Chartered Institute of Building (CIOB), the Chartered Institution of Building Services Engineers (CIBSE), and the Society of Façade Engineering (SFE) invite you to a critical industry joint session addressing the latest updates to the National Construction Code (NCC).

Rather than viewing the updated NCC purely as a compliance hurdle, this event will explore how these stringent new requirements act as a powerful catalyst for pushing the industry forward. Our panel of industry experts will break down the direct impacts of the code on high-performance building envelopes, mechanical services, and on-site builder execution. We will look closely at how stricter thermal, fire safety, and structural compliance pathways open up new commercial and technical opportunities—allowing forward-thinking professionals to de-risk projects, reduce operational energy, and deliver superior asset value from the outset.

Speakers

David West is currently a Technical Director at Inhabit, one of Australia's leading firms of facade engineers and consultants. David’s core training is in materials science and building construction. Over the course of his 40+ year career, his expertise has developed along a number of intertwined strands, including the testing and evaluation of performance of building materials, the design detailing and specification of building facades, the condition assessment of existing buildings, the conservation of heritage places, and the diagnostic investigation of materials failures in buildings. This all-round knowledge of building façade construction gives him an expansive perspective on the evolving requirements of the NCC.

David McCarthy is a construction professional with more than 20 years’ experience advising government and private industry across infrastructure, defence, housing, and building regulation, with deep expertise in the National Construction Code, independent certification, and construction quality assurance. Formerly a Director in KPMG’s Major Projects Advisory practice, he led major engagements including the NSW Building Commissioner’s Building Assurance Solution and now advises governments and private funds on the delivery of complex capital projects. He is also committed to developing future industry leaders, having chaired the CIOB’s Tomorrow’s Leaders platform, held an Australian Building Codes Board Research Scholarship, and continues to advise federal and state governments on building regulation reform.

Matthew Hill is a Senior Associate of Compass-Intelle with experience as a Mechanical and Sustainability Engineer, Project Director and Project Manager. During his career, Matthew has worked within consulting and contractor environments with experience across the entire project life cycle from project inception to site completion. He is a Green Star Accredited Professional (GSAP) with extensive experience in various sustainability rating tools. Matthew’s passion for buildings and ESG extends beyond the workplace as the immediate past Chair of the CIBSE Victorian chapter and former AIRAH Victorian committee member.

(Moderator): Kathryn Walter has specialised in façade consulting since 2014, delivering façade design for high-rise commercial and residential developments, as well as major civic, stadium and community projects across Melbourne. With a background in architecture, she bridges design and technical compliance, collaborating with architects and project stakeholders to deliver high performance facades which consider architectural design intent, weatherproofing, thermal, and buildability considerations.
