Bill has worked with the MOJ Property Directorate and its predecessors since 1987. He is a Chartered Engineer and Member of the Chartered Institution of Building Service Engineers having completed an honours degree in Environmental Engineering at the Polytechnic of the South Bank.

The Property Directorate manages the second largest estate in government and provides a range of property services including environmental sustainability, property management, project delivery, facilities management, fire, health and safety, business continuity and asset disposal. The team works in a functional partnership across a diverse customer base within the department, including His Majesty’s Prison and Probation Service (HMPPS), His Majesty’s Courts & Tribunals Service (HMCTS), Legal Aid Agency (LAA), Office of the Public Guardian (OPG), Criminal Injuries Compensation Authority (CICA) and a range of arm’s length bodies (ALBs).

The estate includes 1,630 holdings (5.5Million+ sqm), 108 Public Prisons, 14 Private Prisons (all holding over 90,000 prisoners), 89 Approved Premises, 391 Contact Centres, 372 Recently Onboarded Holdings, 336 Operational Court and Tribunal Buildings.

Bill’s particular area of interest is the management and development of Building Information Modelling (BIM) and the Property Directorate has led the way since the big push for introducing BIM began in 2011.
